They want people to think some of us are villains, acting secretly. They don't want people to find out we're organizing and have our own agenda, because it undermines the idea that there's control over the situation. People would start to worry this competition will put them in danger, not just the heroes, and they wouldn't be so happy about it anymore.
So they want people to think they're still in control of everything? That tracks. [ of what he knows of government which is. it's not great. ] So is that a good or bad thing for us?
Good. Their actions seem to suggest they know they aren't invincible. They need to hang on to control.
...I know this is not going to be everyone's favorite plan right now, but I think there's something there, in this idea that this is all a show. They want heroes to root for, right? But the fact is, if they do root for us, then on some level they'll be disappointed if we're killed off or revealed to be villains or something. Or they might even be more willing to listen to what we say than what their mayor is telling them.
Stage some heroic events, post the pictures online. Make some fake Instawham accounts to start talking us up. Right now, it's all about building word of mouth.
