We saw something like that happen to Mika at the end of her execution... and they said Rocket's body disappeared like that too once it was taken away after the trial.
The only beings that really disappear that quickly once they've died are monsters. [ well. there are others, but he's proving a point. ] If all of theirs disappeared immediately, and so did Mika's, what was controlling Rocket's to stay long enough for us to actually look? What was the difference?
I dunno, but there's already been plenty of weird manipulation. Locking us all in, makin' all but two of us fall asleep, somehow hiding the damage from whoever woke up in a crime scene until they came back to officially investigate it...
I've got no idea how they're doin' it, but I don't think it's a stretch to assume they can time things how they want. And they probably wanted his body to stick around specifically so we could examine it during that joke of a trial.
I guess I can't be that surprised considering they also took our powers and everything, too. One of the things Tama and I were talking about was maybe trying to figure out what caused the phone network to go down last Thursday. It might give us an idea of where to look for other information on what happened a month ago.
